Football Insider has been informed by sources that there is a significant disagreement among Nottingham Forest executives regarding whether to remain at the City Ground or move.

In order to increase the capacity at the City Ground to more than 40,000, Forest has begun laying the foundation for expansion plans.
Senior club officials, however, are now willing to scrap their plans for growth and relocate away from the City Ground in order to construct a new facility in Toton, as disclosed by Football Insider.

Nottingham City Council demanded £250 million for a 250-year land lease, or £1 million per season, and the club was unable to come to an agreement.

The council’s most recent proposal is to sell the City Ground’s freehold to the club for about £10 million, giving them total control over their expansion goals.

As a long-term strategy, many board members continue to favour a move away from the City Ground, so Forest has not responded to the offer.

Football Insider has been informed by sources that the stadium decision has sparked a “civil war” at Forest, with club executives unable to agree on whether to relocate.

“There’s no doubt moving to a bigger facility will set the club on the right path,” chairman Evangelos Marinakis said in a recent interview with the Daily Mail. “In an age when revenue streams dictate success on the pitch.”
Top-tier teams will be allowed to spend 85 percent of their revenue on salaries, transfers fees, and agent fees starting in the 2025–2026 season.

The club’s supporters have been vocal in their criticism of the idea to stop using the City Ground as a home venue, and they protested the decision during their most recent home game against Chelsea.
